Import of equipment for class decision

To facilitate the process of customs declaration (import) process equipment and minimize the costs of the investor when investing in the modernization of production since 2001 Traders are able to obtain a classification decision, which permits the classification of a single code of the commodity nomenclature of foreign economic activity vehicle equipment of a large industrial facility, delivered in stages over a period of time.

The classification decision allows for a special party FEA procedure for declaring: equipment declared by submitting a request for conditional release on each of his party with the provision of payment of customs charges on it, so that customs duties are paid only after completion of all deliveries.

Application of the classification decision for import of technological equipment not only optimizes the customs duties, but also seriously simplify customs clearance of large industrial objects: there is no need to provide to the customs authorities a detailed technical description and determine the HS code for the TC of all components, as well as draw a lot of permits and other the documents.

The classification decision is issued to the recipient of the imported goods, which in its own name signed trade agreement. To obtain permission to be submitted to the authorized customs office statement, which should contain the following information:

1. conduct of the applicant;
2. product information (name, list the components of the goods);
3. the delivery of the goods;
4. customs procedure under which goods will be placed;
5. name of the customs authority, which will be the declaration of goods.

The application shall be accompanied by documents in Russian, certified in accordance with established procedures:

1. documents evidencing the foreign trade transactions in respect of the goods;
2. constituent documents of the applicant or changes to such documents, have passed state registration in the prescribed manner, in the case of import of components of the goods as a contribution to the authorized (share) capital of the organization;
3. statement of special economic zone resident in case of placing the goods under the customs procedure of customs-free zone;
4. List of components of the goods (in tabular form) in paper and electronic media:
   1. name of components, including the parts that make up a separate component of the goods;
   2. classification code of the goods component of the Commodity Nomenclature for Foreign Economic Affairs;
   3. number or weight of components, including the parts that make up a separate component of the goods in the units used in the Commodity nomenclature of foreign economic activity;
5. technical description purposes, functions, principle of operation, including the interaction of individual components of the product;
6. description of the individual components of the goods indicating the purpose, functions, principle of operation, the material from which they are made;
7. assembly (assembly) drawing (diagram).

This statement is filed prior to the submission to the customs clearance of the first installment of the individual components of the goods, taking into account the time required for a decision on classification.

The classification decision may be of particular interest to importers in the event that a single HS code with a zero rate of customs duty. In this case, the benefits can be substantial - from 5 to 15% of the cost of imported equipment.
